Professore aggiunto alla Johns Hopkins University, è autore di diversi saggi fra cui The Struggle to Limit Government: A Modern Political History e The Fallacy of Campaign Finance Reform. È stato direttore della Georgetown University Press, e prima ancora, vicepresidente del Twentieth Century Fund. Ha conseguito il dottorato in scienze politiche alla Rutgers University. Dirige il Center for Representative Government del Cato Institute di Washington.
