Moavero Milanesi Enzo

Enzo Moavero Milanesi is a tenured professor of European Union Law at Luiss Guido Carli University in Rome, Faculty of Law. He is also the co-director of the Master’s programs in European Law and Policies and Food Law. In 2014, he founded the Luiss School of Law and served as its director until 2020. He is also a professor at the College of Europe in Bruges, Belgium, teaching in the LLM program of European Law. 

 In addition to his academic career, Enzo Moavero Milanesi has held ministerial positions in three different Italian governments. From 2018 to 2019, he served as the Minister of Foreign Affairs and International Cooperation, and from 2011 to 2014, he served twice as the Minister for European Affairs. He also chaired the Interministerial Committee for European Affairs (CIAE). 

 In 2018, he was the President of the Organization for Security and Cooperation in Europe (OSCE). In 2019, he directed the Italian presidency of the Central European Initiative (CEI). 

From 2006 to 2011, Enzo Moavero Milanesi served as a judge and President of the Chamber at the Court of Justice of the European Union (Luxembourg). 

 He has worked at the European Commission (Brussels) for about twenty years, after entering through a public competition. Throughout his career, he held various positions, including Deputy Secretary-General of the Commission, Director-General of the Bureau of the European Policy Advisors (BEPA), and Director of Antitrust Services. He also served as Special Advisor to the European Commissioner for the Internal Market (2014) and to the First Vice-President for “Better Regulation” and “Rule of Law” issues (2015-2017). 

 After the Italian general elections in 2013, he was appointed by the President of the Republic to the group of experts known as the “Ten Sages,” tasked with identifying institutional and economic reforms for the new government’s action. In 2016, he chaired the committee of experts, called the “Euro-Sages,” established by the President of the Chamber of Deputies to draft a report on the prospects of the European Union. 

 From 1993 to 1994, he served as an advisor to the Prime Minister for European issues and the privatization of public companies. He was also a member of the Committee of Experts for the government program during the Ciampi government. 

 Currently, Enzo Moavero Milanesi is a member of several institutions, including the Scientific Council of the Institute of the Italian Encyclopedia (Treccani), the Board of Directors of the Italian Society for International Organization (SIOI), and the Scientific Council of the Global Competition Law Centre (GCLC). 

 He is the author of books and other scientific publications and regularly contributes to various legal journals. He is the co-director of La Comunità Internazionale and a member of the editorial committee of Rivista delle Società and Diritto comunitario e degli scambi internazionali. He writes regularly for the daily newspaper Corriere della Sera. 

 Enzo Moavero Milanesi is a lawyer registered with the Bar Association of Rome. He is married and has three children. He is fluent in English, French, Spanish, and German.
