Economist, he has been full professor of Economic Policy at the Catholic University of Milan since 1990. During his career at the University, he was Director of the International Journal of Social Sciences of the Catholic University of Milan, of the Doctorate School of Political Economics and Director of the Institute of Political Economics of Milan.
Since 2002 up to 2010, he held the position of pro-rector at the same university with deputy functions.
He is a regular contributor to numerous magazines and newspapers and is a member of the scientific committee of research institutes, including IReR and the National Centre for Prevention and Social Defence.
In 1999 and 2009 he was a member of the Supervisory Committee of the Ministry of University for the financing of research in Italy.
